Transforming Emergency Response in Ekiti State Through Strategic Public-Private Partnership

Strengthening Emergency Care Through Technology and Partnership. Every second counts in an emergency. Yet for years, residents of Ekiti State faced long delays in accessing emergency medical care due to poor coordination, lack of trained responders, and inadequate systems. Many preventable deaths from accidents, cardiac arrests, and other emergencies underscored the urgent need for reform. To change this, the Ekiti State Government partnered with Emergency Response Africa (ERA) in February 2022 to strengthen the state’s emergency care framework. The collaboration led to the establishment of the Ekiti State Ambulance Services (EKSAMS), a system designed to make ambulance coordination faster, improve pre-hospital care, and build capacity among frontline health workers.

Challenge

Before the partnership, Ekiti’s emergency response relied on fragmented efforts with limited coordination. Although ambulances were stationed along major roads, there was no central system to track or deploy them efficiently. Patients in critical conditions were often transported in private cars or commercial vehicles, resulting in delays that sometimes proved fatal.

Hospitals also struggled to communicate effectively with responders, leading to confusion and inconsistent stabilization procedures. Without data, coordination, or training, even basic emergencies could quickly spiral out of control. The state needed a structured, technology-driven approach to save more lives and restore public trust in emergency care.

Solution

To address these gaps, the Ekiti State Government and Emergency Response Africa launched a comprehensive initiative to modernize emergency medical services.

At the heart of the solution was ERA’s Signal smart dispatch platform, a technology that uses GPS tracking and real-time communication to connect emergency callers, ambulances, and hospitals. The system ensures that the nearest available ambulance is automatically identified and dispatched, significantly reducing response time.

ERA also led intensive training and capacity building sessions for EKSAMS personnel. Ambulance staff and healthcare workers were equipped with essential pre-hospital emergency skills, from patient stabilization to safe transport.

Public sensitization was another critical component. Residents were educated on how to access the service through ERA’s dedicated emergency number, a move that increased public awareness and confidence in the system.

Results

The impact of this collaboration has been profound.
Emergency response times in Ekiti have improved drastically, with patients now able to receive stabilization and medical care within minutes. Ambulances are dispatched based on real-time data, ensuring that patients reach facilities best suited to handle their conditions.

Hospitals are now better prepared to receive emergencies thanks to improved communication and coordination. The result is a stronger, more responsive system that has saved lives and rebuilt public trust.
