Designing a Scalable Emergency Medical System for Improved Healthcare Delivery. Challenge

Before REMSAS, Rivers State faced significant challenges in organizing emergency medical services. The absence of a structured framework meant that response to medical emergencies was often delayed, uncoordinated, and dependent on individual efforts rather than a unified system.

Without clear referral pathways, data systems, or defined operational protocols, patients in need of urgent care struggled to access timely help. Hospitals lacked the necessary coordination to receive emergency cases effectively, and communities were left vulnerable to preventable loss of life.

It became clear that Rivers State needed a comprehensive EMS blueprint, one grounded in evidence, adaptable to local realities, and capable of guiding long-term implementation.

Solution

To close this gap, the Rivers State Ministry of Health engaged Emergency Response Africa (ERA) to design a scalable, data-informed emergency medical services framework for the state.

The process began with a comprehensive baseline assessment, conducted across health facilities and communities to understand existing gaps in emergency care, transportation, personnel, and infrastructure.
